Q. Why Do I Need to Set Maximum Amounts?
A. Because administrative procedures may be required
Section titled “A. Because administrative procedures may be required”- If the combined unused charged amount for all members exceeds JPY 10 million, it may be subject to the Payment Services Act.
- If the maximum amount is very high, depending on your members’ charge status, procedures such as notification to an administrative agency may be required immediately.
- One way to avoid a rapid increase in unused balance is to set a maximum amount for each member.
✅ In the following case, the chapter on Prepaid Payment Instruments under the Payment Services Act does not apply. Administrative procedures under that chapter are not required.
- The expiration date of the e-money is less than six months
✅ In the following case, administrative procedures related to Prepaid Payment Instruments are not required.
- As of the reference date*, the combined unused balance of all members does not exceed JPY 10 million for self-issued e-money
- *Twice a year: the end of March and the end of September

- Set the maximum Charged Balance amount to JPY 50,000
Reference: A calculation like the following can help estimate the maximum amount.
200 people as members x JPY 50,000 in unused balance = combined JPY 10 million in unused balance
- Set the maximum charge per transaction to the same amount as the member’s maximum Charged Balance amount.
- Unless you specifically want to limit each individual transaction, it is acceptable to use the same amount as the maximum Charged Balance amount.
- Set the maximum payment per transaction to No Limit.
- Unless you specifically want to limit each individual transaction, it is acceptable to use no limit.
